Promotion already seems to be "the easy part," so we save it for last, when there is no more time or strength. It's also a result of the fact that as a team developing material, often for long weeks, and then promoting it for weeks afterwards, we have the wrong impression that we've already dumped it all over the world, that it's already in so many places that audiences will be annoyed by another encounter with it, and that another 'reuse' won't bring new valuable contacts."
